Many of the vehicles that come from Ukraine to Germany or other countries do not have EC type approval because they were built for the eastern non-EU market.
Therefore, there is no COC for most of them - but this should always be checked on a case-by-case basis. For approval in Germany, the way remains via the individual approval. To do this, you must present the vehicle to a technical testing organization (TÜV, DEKRA, GTÜ, etc.). There, an expert opinion must be prepared according to § 21 StVZO / § 13 EG-FGV.
Vehicles from Ukraine often do not comply with the same emissions regulations as their European counterparts of the same age. Due to the other requirements, these vehicles correspond to poorer emission standards, which may no longer be permitted under certain circumstances.
However, these vehicles may be admitted as removal goods. If your imported vehicle was registered in your name abroad for at least six months and is to be registered in your name again in Germany, it is considered "removal goods". In this case, the exhaust gas certificate can be dispensed with, an exemption will be granted in the course of the registration of the vehicle.
